The federal Health Insurance Portability and Accountability Act of 1996 (HIPAA) is comprised of five different sections. Title II - Healthcare Fraud and Abuse, Administrative Simplification, and Medical Liability Reform - is the section that focuses on patient privacy. Among other things, that part of the Act and its implementing regulations establish tough standards and procedures for the use and disclosure of patient health information, called protected health care information. Those privacy standards apply to health care providers who transmit health information electronically in connection with specific types of transactions, health plans, and health care clearinghouses ("covered entities").
Virtually all of the clinical sites that MCCCD uses to provide training to its health-care students are covered entities under HIPAA. The purpose of this Web Tutorial is to provide MCCCD health-care students and faculty with some basic HIPAA information for instances in which they have access to protected health information as a result of being at a clinical site. It is not meant to be a complete or thorough review of the law. Rather, it will demonstrate what is needed, within the context of MCCCD's clinical programs, to ensure compliance with HIPAA, educate MCCCD's students and faculty about HIPAA, and protect MCCCD's clinical partners. |
